Thematic Points of Action identified for the population: LGBTI

Next, we present the Thematic Points of Action agreed upon and prioritized by representatives of the organizations that constitute the Salvadoran LGBTI Federation, a recently created group that brings together historical and emerging leaders in an unprecedented effort to promote the rights of this part of the population in all its diversity. The priorities presented below give an account of their main needs and include the urgency of a normative framework that protects LGTBI population specifically, which is expected to boost the political changes necessary to ensure the provision of public services free from stigma and discrimination for this population, as well as an advance in access to justice and reparation for victims of hate crimes in the country. The priorities of institutional transformation are accompanied by decision-making knowledge management needs, as well as solidification of the LGBTI movement in the country, which is expected to continue to have leaders who ensure the continuity of efforts to transform the human rights situation of this group.

LAWS AND POLICIES

  1. Promote the approval of the Gender Identity Law and its regulations.
  2. Promote the approval of an Integral Law for human rights defender, its regulations and a protection protocol.
  3. Promote the approval of an Anti-Discrimination, Non-Discrimination or Inclusion Law
  4. Promote an Inclusive Education National Policy for the LGBTI population. 
  5. Promote a Labor Inclusion Policy for the LGBTI population.
  6. Promote the participation of the LGBTI population in government programs and projects related to entrepreneurship, employability and cooperativism.

ACCESS TO JUSTICE

  1. Strengthen confidence in the institutions responsible for investigating, prosecuting and sentencing crime related with LGBTI population. 
  2. Promote actions in favor of victims from the “Victims Assistance Desk of the Ministry of Justice and Public Security (MJSP in Spanish)”, the Technical Executive Unit of the Justice Sector (UTE in Spanish) and other institutions of the justice sector.
  3. Promote the modification of curricula of judicial/fiscal training schools to include modules related to the LGBTI population rights.
  4. Develop an advocacy plan targeted to the corresponding institutions of the justice sector so that the reforms to Criminal Code, the articles 129 (on homicide) and 155 (on threats), can be applied.
  5. Strengthen legal assistance to the LGBTI population (Non-discrimination) in the main sector institutions: specially the Attorney General´s Office (In Spanish FGR) and Public Defender´s Office (In Spanish PGR).

CULTURAL CHANGES

  1. Promote spaces using ludic non-traditional methodologies that address the issue of Human Rights, Sexual Orientation, Gender Identity and/or Expression, and Sex Characteristics, gender stereotypes, new masculinities, and more.
  2. Implementation of the communication strategy for the Salvadoran LGBTI Federation.
  3. Design and implementation of methodology for the development and management of support groups for LGTBI population using a non-traditional community approach.
  4. Implement a strategy so that the LGBTI + pride parade can become into a platform for educational, cultural and political advocacy.
  5. Develop training and awareness programs for local governments and other institutions with territorial reach.
  6. Training workshops for the LGBTI population in general, on sexual diversity, sex-gender system, identity and/or gender expression.

RESEARCH

  1. Implement a competitive fund for the development and publication of research about LGBTI realities.
  2. Develop an observatory specialized in monitoring LGBTI rights violations and other realities of this population.
  3. Hire a consultancy firm to design the “population census study” for LGBTI.

ADVOCACY AND PARTICIPATION

  1. Develop a diagnosis of training needs for new LGBTI volunteer leaders and training workshops for new leaderships.
  2. Implement the LGBTI political agenda linked to the Strategic Plan of the Salvadoran LGBTI Federation to give a strategic response to the political and social situation.
  3. Create a competitive fund to participate in forums/spaces of civil society and others issues, at the international or regional level.
  4. Strengthen coordination work with other organizations to ensure the implementation of an intersectional approach.
  5. Follow up and evaluate the recommendations to the Salvadoran State from the Universal and Inter-American Human Rights System.

STRENGTHENING OF CIVIL SOCIETY

  1. Design a support strategy to promote organizational sustainability (by organization) for members of the LGTBI Federation.
  2. Promote integrality in the provision of services (multidisciplinary care) from civil society organizations to the LGBTI population. 
  3. Make a diagnosis to identify organizational development needs for each LGTBI Federation members.
  4. Develop training in teaching methodologies for workshops, talk facilitators and other communicational skills. (“Training of trainers”).
  5. Develop a certificated course in social projects management. 
  6. Strengthening the ability of Salvadoran LGBTI organizations to develop strategic litigation in the Inter-American and Universal Human Rights System.
  7. Technically strengthen organizations in data management in case of human rights violations.
  8. Develop a certificated course, training process or intensive course in constitutional law and resources. 
  9. Create a fund for English language scholarships.
